A Guidebook for Navigating Legal Barriers to Accessible Waterways

Our fundamental right to clean water rests on three cornerstone waterway characteristics: fishable, swimmable and accessible. The barriers that exist to achieving each of those cornerstones come in social, cultural and legal forms. Today, we are releasing a guidebook to address legal barriers to accessible waterways in the Delaware River Basin.

For use by:

·      people in urban, suburban and rural settings;

·      people interested in dock permitting and installation;

·      anglers and outdoor recreational enthusiasts; and

·      health advocates and educators.

Our Guidebook gives you a way to work toward accessing waterways in all their forms.

In many instances, gaining access to a waterway is a matter of process. Similarly, any interested person can manage the risks and liabilities around accessing a waterway if utilizing that process. And in instances where access is complex or problematic, the Guidebook provides strategies for simplifying the process and reducing risks.

While we catered to the waterways in the Delaware River Basin, the Guidebook should be useful to anyone in the entirety of Pennsylvania, Delaware, New York, New Jersey and Maryland regardless of whether the waterway of interest ultimately drains into the Delaware River.
